As it turns out, a software of this kind can also end up blocking legitimate connections, which interferes with the file and print sharing resource. Based on what other affected users have reported, this particular issue can be resolved with two approaches:
File and Print sharing resource is online but isn’t responding to connection attempts
Normally, users can access shared files or folders on different devices connected via the same local network. However, when you find you are unable to access the shared files or folders over the local network, you tend to run the Windows network diagnostics tool to troubleshoot the file and print sharing issue.
Since file and print sharing, in this case, is based on the local network, when it does not respond to connection attempts and allows you to see the shared files, it implies that the local network is blocked by a certain program or the system.
If your feel like sharing files or printing resources on different devices, you should also set the network on these devices private to ensure the file and print sharing resource is online and responding to connection attempts.
In case of system problems causing file and print sharing resource not working, you should also install all the updated systems to add fixes to Windows problems. In this case, since folder sharing among devices with the same network is a system functionality, Microsoft may have also found this problem and provided solutions along with the system updates.
After installing the new system, you can start sharing and accessing files and print sharing resource as you wish. The connection attempts on different devices succeed when you manage to open folders shared on other computers.
Microsoft would have quickly released a patch (through a Windows update) for this particular problem, but some concerned users report that the same behavior persists after the update has been installed. To ensure that the patch is installed, you must install each pending Windows update. So, above are the different ways and means to fix file and printer sharing errors. Executing the above instructions will certainly help you to resolve the file and the print sharing resource is online, but does not respond to the connection attempt error.

I installed Ubuntu on an older Laptop. Now there is Docker with Portainer running and I want to access Portainer via my main PC in the same network. When I try to connect to Portainer via my Laptop where it is runnig (not Localhost address) it works fine. But when I try to connect via my PC, I get a timeout. Windows diagnostics says: "resource is online but isn't responding to connection attempts". How can I open Portainer to my local network? Or is this a problem with Ubuntu?
We cannot use file sharing from Location B via opening a folder and typing "\\71.44.99.101\SharedFolder". The error message we receive is "File and print sharing resource (\\71.44.99.101) is online but isn't responding to connection attempts on port 445. 2ff7e9595c
